Sub-Contracts Manager

Core Responsibilities
•    Providing the key interface between the project team and sub-contractors to ensure that communication is effectively managed and that issues and risks are fully understood and dealt with by the appropriate personnel
•    Liaising with the Project team personnel to coordinate regular meetings with suppliers to enable the review of actual progress against planned deliverables, ensuring that where necessary, appropriate recovery plans are put in place and monitored
•    Leading negotiation of any sub-contract change requirements and ensuring that any resulting sub-contract amendments are drafted and implemented accordingly
•    Monitoring and reviewing all contractual requirements to ensure suppliers satisfy them
•    Generating and reporting on sub-contractor’s Key performance Indicators and identifying positions or trends that need to be addressed
•    Representing sub-contractors to ensure that any dependencies are carried out on time
•    Ensuring that relationships with sub-contractors are regularly evaluated to assess whether any improvement activity is necessary.
•    Providing guidance and advice to other team members on interpreting the sub-contract agreements
•    Formulating and maintaining the project procurement strategy and sub-contract acquisition strategy in agreement with the project team
•    Identification of capable sub-contractors in the market place
•    Initial sub-contractor engagement
•    Working with the project team, lead and facilitate market testing and pre-qualification of sub-contractors
•    Drafting and agreement of tender documentation
•    Leading and facilitating negotiations with sub-contractors
•    Leading and facilitating contract award with sub-contractors
•    Focal point for sub-contractor communications



Additional Responsibilities
•    On a day to day basis to have the ability to evaluate a situation and use judgement and experience as to whether to make a decision or seek appropriate guidance is important as the sub-contracts are high value and the activities involve large expenditure

Knowledge and Experience
•    Ideally 5 years experience of managing major sub-contracts within an Aerospace, Airline, IT or building industry
•    Degree educated and/or CIPS qualified
•    Good understanding of typical MOD contract terms and conditions for Aerospace business and experience of managing contract changes
•    Able to demonstrate good negotiation skills
•    Experience of working on PFI contracts
•    Knowledge of building regulations
•    Experience of working on major training or IT projects

Contacts and Relationships:
•    The job will require the post-holder to interface with a large and varied range of contacts.  The primary interfaces are likely to be with senior members of the sub-contractor’s team, members of the Ascent Programme and Technical teams and other members of the Ascent Supply Chain team
•    The ability to distill important elements from lots of information and to communicate effectively with others is key
•    It will be particularly important to build good, trusting relationships with the sub-contractors’ teams in order to encourage the open and accurate exchange of information and a “can-do” approach to getting things done
